
Dr. Fernando Barrera
Director, Frontier Economics
Dr. Fernando Barrera is a senior member in Frontier’s energy practice and leads Frontier’s consulting work in the energy, environment and regulation fields in Iberia and Latin America. Fernando is an expert in the electricity and gas industries in matters of regulation and competition and accumulates more than fifteen years’ experience advising companies, regulators, investors, tribunals and multilateral agencies.
Fernando combines academic, consulting and regulatory experience. He has carried out research and teaching activities in Oxford and in Colombia, has been an economic consultant for more than 10 years in the UK and Spain, and has acted as an energy regulator in Colombia. He holds a PhD from Oxford University.
His direct experience of the liberalisation of energy markets includes the UK, Brazil, Italy, Portugal, Colombia and Spain and his main area of expertise is market design including capacity markets. His work on capacity markets spans the US, UK, Spain, Italy, Colombia, and the recent proposals in France and Germany.
